Ford 3000 draft control adjustment

Ford 860 - Recent purchase. Engine and trans are great however lift arms will not lift implement. I realize this can be caused by several things, however one quickly found item is that the "draft the "draft control lever" operates opposite to that stated in the shop manual. It will go UP approx 3/4 of the way and parallel with the lift cover.

When raising in position control, once the control handle gets to a certain point on the quadrant, the lift arms will not stop raising and continue all the way to the fully raised position. The lever you're referring to is probably the draft/position control lever. I'd suggest getting the original style owners manual as a beginner, then the service manual.
