Your EFI code (23) is for the O2 sensor heater malfunction. Check the connector for the O2 sensor for any moisture. The 4x4 code (97) is the fail safe relay is stuck on, again probably just moisture. Remove the tank cover and the group of relays are behind/under the ECM and I think the one all the way on the left is the fail safe relay.
