Mine colony minecraft

Farmer Not Working. I have finally build a farm and field, but the farmer won't start working. They have an axe, seeds, and like 10 hoes because they keep asking for them. But they aren't planting any seeds. I also put seeds into the field block to tell the farmer to plant wheat there. Any ideas?
