To achieve this goal, the City Council passed the Moderately Priced Dwelling Unit Law in 2004; amended in 2019. The law requires that 15% of the houses for sale and 15% of the rental units in new subdivisions of 10 or more units be MPDUs, i.e., affordable to moderate-income households.
