Check the 5R solenoid for magnetism, no magnetism will indicate a break in the wire, or a fold control box issue. The wire that should be powered for the fold position is green and comes off pin B at the fold control box. Your planter shouldn't have any fold switches on the frame that would cause the frame to not fold.
